I believe this to be unfair, i sat there opening and closing it for the last half hour. Anyone who cannot do that would have lost at least one quest. As you made a cryptic comment, with no explanation or picture, I had no idea what you were talking about. I thought you were referring to the previous player's problem.
However, the information I gave you is correct. For regular quests you must complete at least 3 quests and wait at least 7 days before you can collect you FC after the last time you collected. For co-op quests you must complete 4 quests and wait the 7 days for the button to turn blue.
