If you do see more than one fuel icon listed in the storage, check the amounts of each and sell the one with the least amount. This may bring your amount down to a point the game will accept the refuelling you're trying to achieve. If not, you're stuck with having to sell all your fuel. The reason is, the game doesn't allow fueling past 1 million. Good luck! I hope it works out for you.
