I've read this thread, and don't see my issue, so, I may need to broaden my information hunt... but, JIC, although I have 10 neighbors (has that changed?) I can't hire to plow in th marketplace. I can click the option in the person's menu, and I get the message explaining what requirements exist. It asks if I want to continue, and I click yes ...and then, nothing. I don't get a response, not even a "busy". Have the plowing requirements changed? Is this an update issue, or something else? Thanks!
