I moved your post to the thread about Cooperative Quests.
Are you trying to load the Rosemary Mint Soap using the Start all button or are you opening the facility and clicking in Start batch for that product?
In the first case, please open the facility and see if the Rosemary Mint Soap is unchecked. If it is and you are trying to start all then it will not start. You will need to put a check mark for that product.
Anyway it is better to start only a batch when you are working quests.
