Hi JosieG,
The location of your farms has not changed. When you were playing through Facebook and then playing through the website, your farms were still in the same server location.

I am sorry we can not restore the fuel for you. We do not have that capability.

If you wish you can contact Support about this. The information is in my first answer to you on how to do that.
