Fish and bait

Is it possible to get a clear explanation of how the use of bait works on rivers, coasts and ponds? There is something to be found everywhere, but they are often contradictory or incomplete. Especially the part when bait does or does not go to the fish is often not clear. One good explanation, at least by me, would be much appreciated.
