Guessing the server can't cope with too much input at once as it also happens the few times I've tried to work 2 neighbours facilities at the same time. Even after clearing memcache and browser cache and logging out and back into FB it sometimes takes 5 or 6 reloads of the 'i would like to hire you' post before the 'sure take me there' dialogue box appears. If it's not letting you do factories, try doing the services (presuming your neighbour posts both) then going back to factories - that sometimes kickstarts the mayor back into action. Hope that helps.

Also be sure it is an invitation to work the factories. In the first week or two it is easy to mistake "I just bought a frozen treats factory" for "please help me with my facilities" just because you've seen the picture. Even after 5 years of Farm Town some of us are still in the habit of doing things in automatic mode!
