Fish Farming Plant (28FC): Allows you to produce containers of Shrimps, Mussels, Scallops and Oysters

Can anyone tell me how the Fish Farming Plant works? I am trying to work out which farm to put this item on.

Does it need my neighbours to help speed it up like the dairy or do we fish in it like the lakes. Maybe it is like the truck that brings the meat to the farm.

I tend to have the bulk of my facilities on the one farm to make it easier for my neighbours to work in, hence the question. Space is tight and don't want to mess a farm up without knowing what I am doing.
