I have also found that in my experience it is the newbies and many lower level farmers who refuse to accept hire to a lowly crop. I find often that the farmers at level 80 are more than willing to take on any job offered.

I guess the newer farmers have no idea of the challenges we had when the game first began and feel entitled to race up to level 80 on highly paid crops. Some of the farmers in the market place are very demanding, and if I click on them to see what level they are on, the most obnoxious still have a very long way up to the top.
