Hi Rodneycs,
The cruise ship can be placed on a farm with the water cover or the water paths. As with any facility or decoration building it can't be placed on top of a working water unless maybe if you use the green freestyle hand.
Every body is on the servers right now checking out the new release. When that happens then things slow down, because of the abnormal load on the servers.
