I moved your post to the Help & Support thread about the cargo ships to answer you as we can not answer in the Suggestions section.
Yes you can keep the same people in your ships logbook. When you start preparing the ship click on The Ship's Logbook tab and then click on the button at the top that says Reuse Last Itinerary. That will set your logbook to match the last ship you dispatched. You can find all this information in the Game Guide chapter 32 about the ships in the following link:
