Hi Qivis,
If they own it and it's grayed out in the toolbox, you can ask them to check if it's showing up in their Item storage. If it's not there and they own it then it's usually because it's out on a farm somewhere so they will have to go look for it and put it in storage.
If they still can't find it have them post here themselves with USER ID so we can take a look if it's showing up in data.
Edit to Ad:
Some users have a problem with some tools not showing up in the shortcuts in the game bar, where they had them before the move. If it's that then please ask them to post here.
